Fuel problems

I'm pretty sure the IP is toast. But to make sure, I need some second opinions. M1009 died while driving and would fire right back up then idle rough and die again. I cleaned out the fuel return valve, which was clogged, then it ran fine for a couple hours. Then it did the same thing. I converted over to a spin on filter and it ran awesome for an hour, then it died again and wouldn't start back up at all. I removed the mechanical pump and installed an electric pump. Truck still won't start. I cracked open one of the injector lines and attempted to start the truck, went and found that no fuel was coming out of the injector line that I opened. I then removed the top half of the injector pump and found it full of fuel but has pieces of black stuff inside. I can't get the truck to start at all . Does all this sound like a bad IP?

YES, you need your IP rebuilt. This has been said already.
