My volunteer fire dep't drew an 917A2 from the state surplus, and use it to pull a 5K gal water tanker.

Weld on an extra 1 or 2ft of frame to the rear and add a tag. A 20k unit is maybe $1500. A steerable one may be a bit more if you wanted to get crazy
