HDT SHC35 Heater Wont charge batteries

I have run into an issue with the SHC35 space heater.

It runs and heats up, but it will not charge the batteries what so ever.

Things I have done according to the manual.

I have replaced the fuel pump due to it being out of range.
I have replaced the wick inside the burner.
I have tested the TEG and made sure it was within specifications according to the manual.

For some reason the battery just won't charge and i have ran through at least 2 batteries due to them just dieing out.

If anyone has ran into this issue or have an advice its much appreciated! Thank you.

Take a close look at your relays on the main board--- they are known to stick. Try rapping them with the handle end of a screwdriver to free them up.
