Is there a reason for the different placement of headlights on deuces and 5 tons some are at the top with the horn and black out light below? While others are below the horn and black out light.

I believe the early model Deuces with winch had the headlamps raised to shine over the longer bumper. Trucks without the winch had the headlamps lower int he grille. Later, all Deuces were made with the headlamps in the higher position regardless of whether the winch was installed.

that is correct. My 1952 m45w/w had them in the high position. My 66 w/o winch had them low (I flipped them when I added the winch)
