The wirecable 20 is broken, I just disassembled it and 5cm from the black cylinder it is broken, a part of the plastic holds it. Am I going to cut and splice it flush with the plastic, or is the black cylinder, which is the fuse, already useless? until they send me one to my country

That plastic part just tells you the awg size. It doesn't need to be there. Can definitely splice it to restore power to the alternator. Test the cut wire for power before you splice it to make sure you went up high enough on the wire. They can burn in more than one place.

I cut the cable 2cm below the broken piece, above the black cylinder, connected the multimeter in continuity mode and it started to beep, which means in principle that the cable is healthy, I will splice the cable there and remove the splice cable that I installed.

until I get the 20 AWG fuse cable

That should work fine. Don't solder it though use a crimp connector. Also might want to check the other truck and see if it melted the fusible link too. Just a suggestion for these links...go through the truck and see what size you have on them and buy a few just so you have spares. There's 2 on the 24 volt bus bar as well. Just get whatever size is on that plastic cylinder on the wire.
