help on Deuce fuel issue injector pump

I have a issue with the injector pump, only shoots fuel from line 1 out of hydraulic head,
i pulled hyd head off and cleaned it and timed it ,assembled amd it still shoots fuel from #1 line only none of the others. any ideas?
