HELP On Deuce Wheels

I am replacing all of my wheel cylinders for the brakes and on this on axle the brake drum is really hard to turn and I can not figure out why. I have 4 out of the six without any problems but this one is not wanting to turn freely. I can use a crow bar to turn it but it is really tough. I don't even have the axle nuts torqued yet. If anyone has answers please share them.

sounds like either something got misalign when reinstalling or the cylinder wouldn't fully retract.

pull it apart and check
