Can anyone reccomend a frame attached commercial hitch that I can mount to my M1008. I'd prefer to bolt one on as opposed to welding, and I'm wanting one that leaves room for the spare tire. Any feedback is much appreciated.

Reese, Curt, Draw-tite, etc. They all make a bolt on unit.

I have purchased from etrailer.com before.

Check at the bottom of the page for some threads that cover a M1008 hitch install

The spare tire part is what will be hard. You could move the spare tire holder back after installing the hitch. I just took mine off after half of it came loose going down the highway. Moving it back would have worked, I just decided not to do it.

Make you one of the brackets and mount it further back. You have to move the other end back too which will require drilling a new hole. It is shown right of middle in the pic.
