I replaced my lock with a civi replacement so I would not have the same key as 100K other vehicles. Less than $20 for the replacement lock and it comes with two keys.

It might be the switch. The switch is separate from the lock.

There is grease inside the ignition switch at the bottom of the column. With all the dirt and grime over the years cold weather can make it hard to move.

You do know that the key cylinder turns a cog, that pushes a rod, that engages the switch.

It could be any of the items causing the issue.

I have replaced the key cylinder and the ignition switch on my 1984 USAF Suburban. It is still hard to turn when cold. I didn't grease the cog in side the column but will the next time it is apart. Check all three and if nothing says "I am the bad part!", lube everything is my suggestion.
