Umm, not to rain on anyones parade, but when you make it that hard to open a cap and they want your fuel, nothing a giant flat head screw driver and a hammer will make a good size spount on the bottom of your tank, happened to my dads company truck more than once.
just some FYI, I would prolly just setup a system where you cant take the last 1/4 tank, that way they think they took it all.
