just a guess... with those small tires i bet it would be a trailer used by the air force or something on a paved surface. Maybe it was a small generator trailer or air compresser trailer.

What I don't understand is why is the splitter mounted so high? It would be a pain getting big logs up there.

it's a gillowtine spliter...folds down to the ground.
If it folds down to the ground the wedge would have to be on the cylinder end. Otherwise you'll be shoving the wood into the ground when you try to split
