m 211 dosn't up shift

Hi guys my 211 will not up shift unless i rev the heck out of the motor or go down a steep
Hill. How can I tell if the trans govoner is free & working

Sounds like a linkage adjustment to me. Adjust per TM 9-8024 and give it a try. The linkage adjustment starts on page 355.

Ditto, specifically look for a broken spring on the TV connection at the throttle support bracket.
