M1008 starting in 3rd gear

Does anyone know what would cause my 1984 M1008 to start out in third gear from a stop?

I'm not a transmission guy, but I glanced at the ATSG service manual for the TH400. In trouble shooting section it looks like you need to check the detent solenoid

Also, this all started after I changed my modulator. I look into the detent solenoid

Then look at the modulator. If its an aftermarket then it likely has an adjustable screw in the hole.

I have adjusted the Modulator already. I also put the old modulator back on and it didn't change anything
