M1009 starter/electrical issues

Ok, so here's the deal. A mechanic replaced what I am pretty sure was a 24 volt starter with a 12 volt starter but left the system 24 volts. Would that fry some other circuits or prvent the batterys from charging. or on the flip side he says it is a 12 volt system that had a 24 volt starter. Would that cause the same problems? I am at my wits end with this thing. Please advise.

If your batteries are wired positive to positive, it's 12 volts to the starter. If it's positive to negative, it's 24 volts to the starter. And yes, 24 volts to a 12 volt starter will make smoke.
