M1061A1 hard brake and blockade

Hi together,

i picked uop my new trailer for my M923A2 today.
He brakes very hard and the tires blocks. The trailer is without load. Is that normal? Is there any adjustement for empty or full loaded weight?
In Germany the trailer must have a load adjustment. Automatical or manual. In US not?

Hi as far I as know there is no adjustment on the braking on a m1061a1 most guys leave them unhooked empty and only use trailer brakes when they are loaded. They have a tendency to lock the wheels up unloaded.
