M135 Hand primer?

All trucks I have ever owned have had the fuel primer on the dashboard disconnected or removed. I was just wondering
1. was this done on all the trucks?
2. was it done for safety?
3. is there any harm in reconnecting mine?
4. How beneficial is having It anyway?
Thing that keep me up at night.

1. Yes it was a MWO (modification work order) to do so.
2. No, it was because soldiers were using the pump in non-arctic climates and flooding the engine

4. It will help your truck start when it is -32F.
