M35 air shift problem

Looking for some assistance on my duece. When I engage the air shifter it does not engage, however, I can feel air coming out from the top of the transfer case which I assume is a bleed valve at the top of the case. My guess is that air is by passing the piston and just dumping into the case. Is there a rebuild kit for this? Or does it sound like something else is going on. I did tear the air shift cover off and made sure that the piston moved.
