M35A2 Radiator mount shim 7529294

I can't seem to find the shim 7529294 that goes at the bottom of the M35A2 radiator between the radiator and the mount. Does anyone know what I can make one out of.

The rubber pad? I make mine out of old flaps.

Big truck mud flaps. the ones with the fibers in them.
