Looks like the clutch pedal return spring, the loose end should be in a hole in the crossmember over the jack shaft. Mine was broke in half which made the pedal hang down. Have fun stretching it to the hole, my new one took a couple tries. Also looks like you could use a new brake pedal spring, it looks sprung :) Both use the same spring.

Looks to be the clutch return spring. Rusty nailed it. It stretches a long ways, and griping it with a pair of vise grips, gives one a little more control. Its a little more crowded in there, when you have a PTO

Here is a pic of where the loose end should go, your clutch pedal should be drooping or feel like there is no free play. When I got my truck the spring was broke in half. I immediately noticed no free play in the clutch. Messed with adjusting the free play for half a day with no luck and then noticed the broken spring and had one of those V8 slap in the forehead moments :-? The PO had just adjusted the clutch up until the pedal was even with the Brake pedal...with no free play.
