M37 fuel shut off valve question

There is a fuel shut off valve on the line that comes from the tank. This valve is located just to the right and just below the fuel pump. It is an inline valve with a handle, not unlike a sort of "ball" valve. The truck ha been sitting for almost a year now and I would like to try to start it. I don't know if the guy who originally removed the pump for service shut the valve off when he removed the old fuel pump. I just installed a rebuilt fuel pump When the valve handle is at 90 degrees with respect to the valve body is the valve open or closed? Lenny
