Not sure about the Canadian ones, but American M-38's shouldn't have tailgates-the rear of the tub should be solid. It is common for peole to have cut tailgates into them, unfortunately.

If you are talking about the flatfender M38/MC. Yes they had tailgates. But there was no chains for them to open instead they were bolted closed, to facilitate the spare tire and gas can holder.

I must be thinking of M38A1's that didn't have tailgates. Not enough sleep!

EDIT: Yupp, I was thinking of M38A1's-upon looking at M38's this morning, I see the tailgate.
