24 volts has nothing to do with it, wiring is wiring. A DVOM is your friend. What is the issue?

Most of the electrical gremlins I've encountered have to do with loose/painted/rusty ground connections....as Will pointed out, a digital voltmeter is your friend.

The TM section has some really good troubleshooting instructions as well.
