M923A2 (M939A2) parking brake lever issue

After reading through the -23 manuals for parking brake adjustment, I'm still a bit confused with an issue I'm having. My parking brake lever correctly engages the brakes when pulled up. When I push it down, it disengages the brakes, but will not stay down parallel to the cab floor. It springs back up 30* or so. It does not re-engage the brakes, but by the diagrams in the manuals, it should stay down on the floor. I'm thinking the spring is caught or rusted, but I can't quite tell without taking it apart. I thought I'd check here before tearing into it.

tl;dr ?

Brake lever no go down all the way. Fix?

I'm not feeling any drag or brake smell over the norm. At 90* up the brake is securely engaged. When I drop it, the light/buzzer turns off and the lever is "loose" but it just sits at 30*. Any further down and it springs back up.

What's the best way to make sure its not dragging? Either a -TM # or some pointers would be great.

Scotch the wheels leave all brakes off clime under truck check tension on drive line brake.
See if it will move any should be some slack.
