Master cylinder vent line

Is the vent line valve above the master cylinder normally open or closed?

Normally it runs to the other vents via a T fitting and up the firewall. Some have a wobble vent on top.

Mine has a screw valve above the master cylinder. The "-20" mentions it but doesn't say how to use it.

The vent line runs to the air horn on the carburator if you have a valve it should be left in the open position

Thanks a lot. I guessed it should be open, but couldn't figure out why there was a valve at all.
