Mep 002a Field to Frame Resistance

I am troubleshooting a MEP 002A which is not outputting any power. I've tested all of the components on the regulator board, and the transformer windings (to the best resolution possible with a cheap multi-meter) and have not found any problems. The field windings seem to be intact (approx. 30 ohms), but there is 150K resistance between the field windings and the frame. Given the relatively low voltage applied to the field winding (24 volts I beleive), this seems like it should not be problematic, although I am guessing that the resistance should be mega-ohms. Any thoughts on the matter would be appreciated. Thanks, Glebis.
