MEP-002A hi rpm

Hello all, have a MEP-002A that i've overhauled, new injector pump, injectors heads all new bearings, ect. it did'nt work when we picked it up. It will now start fine but imediately revs to 90+ hz with a good fluke digital meter to measure Hz. Wont let it run for more than 10-20 seconds at this speed. There appears to be all or nothing with relation to injector fuel regulator setting. Any thoughts ? thanks, Joe :deadhorse:

Sounds like a governor problem, if it is similar to the 003a engine only 2 instead of 4 cylinder the flyweights are under the front cover. It's simply a plate that moves out with increased RPM against a forked rod with a reaction spring seen outside of the cover. Something may be stuck
