!MEP-804A Over Voltage

The 804a genset that I have started out with a low voltage light. After tinkering and reading a lot on here i checked the fuse. It was bad so I changed the fuse. It is located next to the voltage reg(KLK-3). As I"m trying to starting it I get an over voltage light and it will not continue to run after I release the switch. After several attempts the fuse blew. Getting 300+ volts on gauge. I'm thinking the voltage reg is the problem. Thanks in advance!

I have a new to me 804 A that I get 170 volts on all L1,L2, L3 no mater what the adjustment does not change or where you put the potentiometer?
