The E8131 is 24 volts: pic at carid has E8131AX....not sure about that AX.

Flow volume compares nicely to the Facet but it operates at a slightly higher psi. More recent 802a/803a units have switched from Facet to a difficult to find Airtex. Airtex Spec sheet follows, page 2 Diesel Applications:

i just bought a 831a and it did the same thing. runs great on the mechanical governor (called pinned i think) - shut down on the electric governor. so far the "fix" was to follow the tm section 4-14 to adjust the gap and rod length (see fig 4-10 part 22). then i checked the voltage on the governor controls as directed, terminal A and B, now seems to run pretty good. but i think it is still not fully set right as it will occasionally oscillate on and off the magnet (surge). but if i hold it and let it settle is runs fine again. post up what you find with yours. and lots of guys on this site are very knowledgeable.

Have you adjusted the settings on the SLC10 Governor Control Module per the procedure in the TM?
That being the GAIN, BOOST, STABILITY & SPEED adjustments on the Governor Control Module.

kloppk, No i was just happy to get it running better, that is my next step to complete/check the rest of the settings on the controller. I was hesitant to just jump in and start readjusting things till i have a better understanding of the machine and its issues. so I keep reading these threads and comparing them to my issues. i think you are correct that checking/setting the gain, boost, stability and speed will do it. its almost like the machine has been miss-adjusted for training purposes...LOL I know they are excess, but still how did it get so badly adjusted when in use by the army?

NatCAD, question? i just got a 831 and noted my fuel pump has a noticeable knocking or pulsing sound, seems to be working fine, but not a noise i associate with a good pump. are your new ones quite, smooth sounding? just wondering if mine is "normal" or i might as well get a new pump now. thanks for the list of sources.
