MP-803A - Will not Crank from S-1

Is fuel supply open? - The top of level to the left or right?

The first picture shows the solenoid fully pulled in, it can not move any more to the right, however, it can more to the left when not powered, but it is stopped by the lever

Will the black knob part of the linkage move freely in the long slot? Because if its tight, and will not slide in the long hole, it wrong,
Yes the knob moves freely in the slot.

What I figured out when the solenoid is not powered it has spring and it should push the top of the lever all the way to left until it hits the hard stop nut. but the lever stops half way. Since the knob is not tight, the only way the lever can move to the right something in the engine governor moves it to the right.

Is the spring broken, or missing in the rubber "prophylactic" on the piston? Have you made sure the piston slides in and out of the solenoid housing smoothly?
The spring on the solenoid is in working order, I checked at all ready.

I found this https://www.steelsoldiers.com/threads/mep-803a-governor-question.223729/ this could be it since I found one of the gaskets for the metering pumps in the bottom of the unit, but I could not find which one it belong to and they did not appeared they were touched.
