There's not a lot I can help with without physically putting a meter to it and probing about. It's a nice package looks very well built. One can easily identify the charging circuit for the on board battery, drivers and such. It's a three wire plug but only two positions are used for a DC input. It's probably a 24VDC system as it would be brighter and more efficient but I wouldn't assume so. You can apply 12VDC without much risk as a test.
The connector looks correct. They aren't cheap but they are amazingly robust. If this were on my bench I would jump a power supply to it and start walking the TP's with a good DVM. You may need to access the other side to trace it out hopefully it's not epoxied in.

3.6 V makes sense due to the LED's in the unit.
Further testing will determine if batteries will take and/or hold a charge.
