MV Licensing in Michigan - What are the requirements?

Hello Guy's - relative new comer here. Been lurking a bit.

What does it take to buy a surplus MV such as a deuce or 5 ton truck in the line of getting one home and licensing it in Michigan?

I see the auctions at GL and I have been contemplating bidding on a truck. Have not made up my mind about the potential choices being the blazer, 2.5 and 5 tons.

Does the simple bill of sale allow you to get it titled and licensed in Michigan?

Also what are typical costs to license and insure a deuce in Michigan?

Am I better off trying to buy a deuce outright vs GL?

And what about repairing dreadful things like transmissions that might not work like a 2.5 or 5 ton tranny that won't go in gear?

Questions, questions???

I would look into this Government Liquidations outfit closely if I were you. I have been reading messages from people who have had very bad experiences dealing with them. More the rule than the exception from the impressions I got. They don't sound like an outfit I'd like to deal with. I think if I were you, I'd consider buying from a private party or a private dealer. I have heard good things about this cat named Joe Young, in Bridgton New Jersey. He deals in mostly M-35's and seems to have a reputable business. He deals with people all over the country from what I understand.

Hey, GL is not that bad they MAY or MAY not provide you with a SF for an application for a title, Some vehicles are primo, other suck, and are just parts vehicles. I have bought 5 vehicles from GL so far yes I got burned on one.
Best bet Call your local DMV office for $$ info

I put plates on my duece here in Michigan for 123 a year. I plated mine as a farm truck as I was not clear as to the limitations on mileage per year for a historical vehicle plate. Insurance costs 273 a year for full coverage. I only insured it for 6K since I could probably replace it for close to that.

2.Am I better off trying to buy a deuce outright vs GL?

I bought mine from a private owner out of state. It was very easy to get it titled here in Michigan with an out-of-state title. Can't help with titling from a bill of sale.

Well, on this one, you get what you get. I'd expect maintenance on an older MV. It just goes with the territory. Buying from a private owner, you could at least get a test drive before the purchase -or- have a better idea as to the mechanical condition than buying from GL.

There is no millage limitation for the historical plate in MI. You only need to sign a statement that you will not use the vehicle for regular transportation such as to shows and events ETC. The SOS website has the provisions and the statement you must sign. I plated mine for $35 with an SF-97. With out the 97 you will need to get an inspection to include the vin from law enforcement. If the vehicle is worth under $2000 or $2500 (I can't remember which figure is right) then you will not have to post a surety bond. If it is over this amount then you need to post a surety bond in an amount equal to the value of the vehicle. GL is ok but not preview what you buy first and be mindful that not having an sf-97 is going to increase your hassle alot. I got insurance from gulfway in FL for about $250 a year.

Not to contradict anyone but do not call the local sos for info on this. Call the HQ in Lansing and talk to the specialists. They will give you the page and paragraph of any regulations that pertain to getting the vehicle titled. This allows you to talk to the local folks with more authority. The girl in Chelsea was choking on the make (Kaiser-Jeep), the weight, and the fact that my 1969 m35a2 had never been titled or registered. This on top of not wanting to give me a historical plate because of the weight. A more experienced clerk kept her on track.

What seems to be the issue with GL not providing a sf-97 as a condition of the sale or bid?

If you win a bid on a truck is it at GL discretion to either issue a sf-97 or they get a title in their name in your state and then transfer a title to you after the fact?

I also see where you have to fill out an end use statement since it's demil B-Q and if it's your first winning bid it can take 45 days to process. Does your truck sit in their yard while that's happening all the while subject to parting out?

Also what seems to be the average general going rate high bid on the deuce trucks?

Sorry about all the questions. I'm only contemplating getting into this and need to base my decision on others suggestions and experience. This website also seems to be the best thing out there for information.

Just went through all the mental gyrations you are going through last October. The weird part was I ended up purchasing a really nice M35 deuce that was owned by a private individual locally here in Denver. I got to take it for a test drive and everything before purchasing it. Best $3500 I've ever spent on a vehicle.

Having said that, find out which base the deuce of your dreams resides on. Find the main number for that base. Call the number and ask for the motor pool.

BE VERY NICE TO EVERYONE during this phone call, as you will be talking to either military people or contractors for the military. Ask if anyone there knows about the deuces getting ready to go up for sale. I paid a motor pool mechanic $100 to give a truck I had my eye an inspection. The guy said it was an excellent truck. It was a MAN wrecker that eventually sold for almost $30k. But at least I KNEW it was the best of the three GL was selling at that time.

It was the best $100 I spent. Also ask said mechanic IF you get lucky and win this auction, could he help you get it in driveable shape, if it's not there already. Again offer to pay which ever mechanic says they want to help you (FOR THE MONEY, of course). Again, being nice and admitting you don't know anything goes a long way to endearing you to whatever mechanic steps up. That's what I did.

While I did NOT actually get lucky enough to own that particular MAN, it's probably a good thing, because parts would have been WAY EXPENSIVE.

BTW, consider either a CUCV or a deuce. Why you might ask. BECAUSE the CUCV's use the 6.2L diesel that GM produced for several years, so parts ARE available. I picked one complete one up IN a military metal crate for about $150. The deuce's parts ARE a shade more than the CUCV's BUT no where NEAR expensive as the 5 ton's.

Call Memphis Equipment or Clark Truck or Boyce Equipment and tell them your dilema. They might even be willing to sell you a truck. But they will triple the cost. Clark's deuces START at about $12k and go up. But they are completely refurbed. Pretty much the same for the other two companies. BUT all three companies parts guys are real nice.

Also there was an article in the last Diesel Power magazine about deuces's. They borrowed one from Boyce Equipment and drove around Moab in one.

I also have looked into buying from GL.from what I was told, you must trailer or tow your prize off base.the cheapest quote I have got is $750-1000.aprox.$3.50-4.00 a mile.$750 minimum for short load. and you load truck, or pay towing co.$500-650 to do it for you.and do not forget the 10%buyers premium tacked on to your final bid.add this all up and then make your decision.there is a guy in milan Mi.with a deuce on e-bay. hope this helps?

Not sure what site you are talking about but I drove my Deuce off site at SANG. I assume you guys are talking about SANG because of being in Michigan. In fact, the guys at DRMO and the GL guys at the site have been very helpful. In Michigan you can drive a new vehicle home with no plate. You can't drive around for months but a day or two is fine.

Thanks again for the info. One of these days we'll have to meet up CCATLETT. Actually I live less than 1.5 miles away from the DRMO over at SANG! I guess if there was a vehicle that was driveable from over at Selfridge I could get it home with a follow vehicle no problem as long as nobody at the yard or gate would complain.

There are currently 2 heavy MV's over there. The 2.5 ton looks to have the drive shaft removed. The 5 ton looks to have over 100k miles and a tranny or clutch problem. Have not made a phone call to make an appointment to go inspect either so I don't think I'll be bidding.

I looked at the MI SOS site and found you can file for a antique vehicle plate cheap like 35 bucks or so. These old trucks would qualify. And on the application they would like to have a title but with old vehicles I think they would accept proof of ownership.

Bustoff - I just went through the process of buying Deuce at SANG, I'll give you my details & you can go from there. The GL rep at SANG is OK, good person to talk to, but I don't believe that trucks are his strong point so don't expect any more information from him than what is listed in the posting.

Won my auction for a on 2/21/06, my EUC went through unusually quickly, drove it off the base under it's own power on 3/21/06. SANG can be a PITA to get INTO, make sure you call the GL rep and he puts your name on the visitor list whenever you go to inspect or pick up a vehicle. As for getting it off the base, you can trailer, tow or drive it, they don't give a crap about anything LEAVING the base. I think you could taxi a F-16 off the base and no one would give you a second look!

Due to high demand and limited vehicles available, prices have been running high at SANG. Recent sales prices at SANG:

1971 AM General M35A2, running condition, hard top, no troop seats, no SF-97 went for $4350 on 3/22/06

my truck, Kaiser Jeep M35A2, soft top, year unknown, running condition unknown, with troop seats, no SF-97, went for $2485 on 2/22/06

1971 AM General M35A2, running condition, hard top, no troop seats, no SF-97 went for $3750 on 1/25/06

Kaiser Jeep M813 with winch, hard top, year unknown, running condition, with troop seats and bows, no SF-97, went for $6075 on 1/25/06

1970 Kaiser Jeep M813 with winch, hard top, does not run, no SF-97, went for $4300 on 1/25/06

1971 M109A3, make and year unknown, running condition, hard top, no SF-97 went for $1905 on 1/25/06

Under Michigan law, you can drive your vehicle without a plate for 3 days after taking posession IF you have insurance. That is what I did, got insurance (more on that later), went to SANG, drove it 230 miles home, then went after plates & title (more on that later too!). Just make sure the GL rep signs and dates YOUR copy of the invoice before you leave!

When you pick up your truck, expect: 1, dead batteries; 2, no fuel; 3, instruments, guages, lights etc. may or may not work. If you expect to drive it home bring at least tools, diesel fuel, engine oil, gear oil, two batteries and two sets of jumper cables and a stick to dip the tank to check fuel level. Check out the stickey "GREAT LIST" at the beginning of the Deuce Forum for more ideas.

When I picked my truck up, I checked the fluids, put in my diesel fuel, jumped the batteries (jump each battery individually, do not try to series connect the batteries you are using to jump the truck with), started it up and drove off. At the first gas station I found I stopped and aired up the tires, most of them were low. At each rest stop along the way, I dipped the tank again and added more diesel as needed. My intention was to get the truck home with as little fuel as possible remaining so I could drain and clean the tank after I got home. However, as I discovered about 100' up my 125' driveway, you WILL run out of fuel with about 2" (roughly 10 gallons) of fuel still in the tank. Other people have told me this is common, I guess the intent is to leave a resevoir for water or other crud to collect in during tactical conditions and still be able to operate the truck.

INSURANCE:
Be VERY careful what you get. Most of the "Collector" insurance companies listed on the net are very restrictive in thier coverage. Most require a locked garage, limit your mileage, do not allow daily driving or running "errands", etc. It seems they expect you will only be driving to/from parades and display events. One place I talked to said I could not carry any cargo of any type, I could not even go to the lumber yard to pick up a sheet of plywood!

I started with insurance from the company that I currently have my auto and homeowner's insurance with. Over the phone they quoted me $320/yr for "Classic Vehicle" insurance, which seemed reasonable. When I went to get my policy and showed them a picture of the truck, they said I could NOT get "Classic Vehicle" insurance, that was only for cars and pickups up to one ton. I had to get a commercial policy for $814/yr.

Since I was planning to pick up my truck in 4 days I had no choice but to get the commercial policy. I am still shopping around for cheaper insurance, so far Gulfway has quoted me $340/yr for PL/PD plus $5000 collision and comprehensive (Chuck Graham has his Deuce insured through Gulfway for $250/yr, don't know why his is cheaper, rates may be lower in his part of MI or he may have different coverage). State Farm and Allstate have been mentioned in other posts as having reasonable collector vehicle coverage, I haven't been to them for quotes yet.

LICENSE PLATES AND TITLE:
This is where things get dicey. You have three choices on plates; regular license plates, Historical Vehicle Plate, or Authentic (Vintage) Plate. If you are going to be driving your truck daily or using it for business/commercial use, you must get regular plates and commercal insurance and pay the big bucks.

To qualify for either a Historical or Authentic Plate, your vehicle must be at least 26 years old, owned solely as a collector's item, and can NOT be used for "routine" transportation. There is no mileage limitation stated for a Historical/Authentic Plate.

A Historical Plate is the standard Blue & White Michigan Historical Plate and costs $25 for a 5 year registration. An Authentic Plate is an original Michigan license plate from the same year as your vehicle, and is $35 for a lifetime registration. I bought an unusued, original set of 1970 Michigan plates on Ebay for $24 including shipping, paid my $35 and now have a plate that I never have to renew!

Theoretically, you can get a Historical or Authentic Plate without a title, but it ain't going to happen! I downloaded the necessary forms from the SOS website, filled them all in, attached a photo copy of my Authentic plate and mailed to the SOS on 4/18/06. About a week later, I got a letter back from the SOS saying I needed a title. I called the SOS, told the lady that the application stated all I needed was proof of ownership, did not say a title was not required, and that I had included copies of the paperwork when I purchased the truck from GL. She replied that proof of purchase was NOT proof of ownership! I told her I wasn't going to play semantics with her and asked to speak to a supervisor.

The supervisor was a very nice lady. She pulled my paperwork, saw everything was correct, and then told me I still needed a title. I started whining about the surity bond (if you don't have an original title or SF-97 and your vehicle is over $2500 you have to post a surity bond to get a title in your name), she told I me don't need the bond, just send in the title application along with the $15 fee and a vehicle inspection and they would handle it. So I got a LEO to do the vehicle inspection, sent in the paperwork and finally got my registration and title on 5/18/06!

I still haven't figured out why the state form says they will accept proof of ownership without a title and then still require a title anyhow, but after a month of waiting I am finally street legal!

Hope this helps, got to end it now and go reinstall my troop seats so I can get my new bows and 3 color camo vinyl cover on my Deuce! Good luck in your efforts, let me know if I can be of any more help!

WOW- Thanks Houdel - thats everything I needed to know. Congrats on your truck too. Looks like there will be a couple more trucks coming up at SANG next month and perhaps I will get lucky to get one. Since I live like 1.5 miles from the yard getting home with a truck would not be a huge ordeal. The prices you mention do give me pause as I look around other yards like in Penn I see better auction prices but getting one home from their would be a PIA!

Where and who is buying these trucks - are they career surplus joints or just nuts like us!

I think the high prices at SANG are driven by a lot of nuts like us bidding on the very few trucks they have on sale there. Prices in Columbus OH and Ft Riley KS were not too bad, but again you have the cost of getting it home. BTW, one of the regulars on this forum, I think it was Chuck Graham, got a running truck at SANG for $1500, but it was a while ago!

Port Huanemee CA had about a dozen M35A2s on auction all at once in March, the went anywheres from $500-$1850! Guess there is not much interest in Deuces on the Left Coast.

Proof of ownership to them is a present or past registration with your name on it. You have to prove to them that you are already the legal owner in Michigan. Since you never titled or registered it before in Michigan there is no way you could prove you legally owned it in Michigan. The reason for the proof of ownership is in case I have a car that I had regularly registered then decided to keep it as a historical vehicle. I would not need to resubmit the title since I am just changing the registration type. Like when I turned in my regular plated for gulf veteran plates. I had to bring in my present registration as proof of ownership. Glad to hear you got it taken care of and it is now registered.

On other matters, I did get mine in November for $1500 and it was a steal even back then. The historical plate is good for 10 years not 5. Mine is good until 2015.

The GL staff at Columbus said no vehicle can be driven off base.I am new to the group ,and have not delt with the other Mil.sites. as for the title sounds like you have it coverd, good luck on your truck.

I stand corrected, the blue & white "Hysterical" plate IS valid for ten years, not 5 as I stated. I hear you on the past registration issue, but "proof of purchase is not proof of ownership"? At least I got out of paying the surity bond!

Yes, it was a hassle for a while, especially with not knowing the year of manufacture of my truck. But as far as the State and I are concerned, it is titled as a 1970, and I have a set of 1/8" steel stamps to prove it! The LEO who did my TR-54 was cool, he was impressed by the truck. I don't have windshield washers and did not have a license plate at the time of the inspection, he told me if I got them installed before applying for my title to "X" those two boxes, then just before leaving he reminded me to use a black pen to "X" the boxes before going for the title. Believe it or not, I had the washers and license lamp installed 15 minutes after he left!

BTW, I got my troop seats reinstalled today, and installed a set of bows and 3 color camo vinyl cargo cover. As soon as I touch up the front bumper and get my old ARNG unit ID stencilled on it [Co A, 2/181 Inf (Mech)], I'll post a picture as my Avatar. Are you going to the GL MVPA meet at General Jim's in August? I'll probably be there but just on Saturday.

Bumping an old thread here....

The SOS here refused to license it as a private plate. They said they could not do it because of the weight, at 13030.

The title is listed as 1976 AMC JEEP "stake truck".

What are you guys plated as? Obviously, farm plates won't help me, or you guys that are actually commercial or historic.

It seems like I have seen M35A2s on "normal" plates. What gives?

Try a differnet SOS office.
I had one lady try to refuse historic plates due to the weight.
She was oh so wrong...........
Check the sos web site for max weight for private plates.
