Looks like it was the shutoff valve. Brother stomped on the gas pedal several times and moved the shutoff T-handle back and forth several times. This freed up what ever was sticking and as we turned over the engine it sputtered and started.

We had previously cracked the lines to the injectors, so we are guessing that the initial sputtering may have been air we let in the system when we did that.

Here is a picture of the IP and plunger type shutoff valve and the gas pedal lever below the steering shaft in the picture for future reference.
