It is mounted on a trailer.
Also would like to locate a manual for it.

I am not sure, but it might be what was later redesignated the MEP-018, I know the 5KW MEP-017 had another designation prior to the MEP program starting around 1967.

I have mep-018 and does not look anything like it. the motor looks like it came out of a jeep.
