Need help finding info. On my okeff'e and merrit generator

I'm looking to find out more information on my O'keffe and Merrit Generator/Phase Converter. I purchased the unit off of a government website thinking it was just a simple generator. When I took a look at the unit, after I bought it, I seen that it defiantly wasn't that. I've been told that its a Generator motor that's a phase converter that converts 3 phases of energy down to one. Or you can use all 3 phases of energy??? I really don't know where to start. I've tried looking up some information on the unit but I really didn't dig up anything. If anyone can help me with information, it would be greatly appreciated. My biggest questions are what exactly is it? How do I attempt to crank over the engine? And what can I use it for? I've listed information from the maker tag below. Thanks

Thanks for the manual it defently helps me to wrap my head around the unit. I'm still wondering how much current I need to hook up to the generator and where to hook that current up to crank over the generator motor. The manual is a hard read black and white just like all manuals

Page 2-3 starts to describe the input connections. You need 60 cycle input to get 400 cycle output. What you have is a paper weight, unless you have a 400 cycle radar as referenced by storeman.
