new glow plugs, still hard to start?

hard to start has white smoke while cranking, new glow plugs but my M1008 is still hard to start, I can heard the relay clicking, Once truck has been running its fine. once it sits a few hours hard to start. Even on warm days.
how to tell if its the fuel injector pump failing?

Even though you hear the relay- you still need to verify with a meter.

Have you stepped thru the Glowplug Troubleshooting Section of the Tech Manual?

Just replacing glowplugs and hearing the clicking doesn't guarantee that the system is working properly.

is the glow plug controller operating properly? might have some luck with pins 3 and 6.
