New Star 3 lever switch question deuce

OK I just bought a new NewStar 3 lever switch everything works fine except I have no turn signals with headlights on.I have them with the headlights off.I don't know why can someone enlighten me as to why.I did before?

Is the bottom left lever all the way up? The bottom setting is parking mode.

I tried everything no turn signals when headlights on.

I just checked again turn signals work only with headlights off.

Had this issue with 2 in the past return it to your supplier for a new one

Ya I spoke with him he's in the process of helping me.We weren't sure if it had different grounds or not for each lever position but if the switch is faulty he's gonna send me a new one.
