Power cable for Harris in hmmwv

Hi.
I have a question about DC power cable p/n: 10570-0705-A021

Is the brown wire used to supply 14V power when the ignition is turned on?
Where in the HMMWV is the best place to connect this and the other wires?

I found information that the red and black wires are connected to a 28V power supply, while the brown wire only has voltage when the ignition is turned on.
This is so that, for example, in a Harris radio, when the ON button is pressed, it is automatically turned on when the vehicle is started. The only question is whether this is actually the case.

I know that brown can be connected to the red wire, but then it doesn't have the function of starting with the car.
