PTFE rear main seal install

I picked up the national/timken 39801 PTFE rear main because I thought it would be a good upgrade. It came in and now I'm not sure if the metal ring inside is supposed to be a wear sleeve that installs over the crank or if its just an install tool. Based on how thick it is I'm thinking it has to be an install tool that helps slide the seal on the crank. Anyone have experience with installing similar looking seals? I've done a couple that had plastic sleeves, but never a metal one like this. Thanks!
