Question on rebuilding my 6.5l turbo engine

Hello, I have been going over the assembly procedures in the TM9-2815-237-34 TM and have a question. Section 2-41, page 2-165 refers to a baffle plate, item#14 in the diagram that goes inside the timing gear cover, the motor I am rebuilding is from a 96 K3500 turbo diesel and it does not have one of these. Is this something that was removed in these later engines, was mine not replaced by the PO when doing work and is it needed?

This baffle plate wasn't common on civilian 6.5's. It was used to prevent oil splash, reducing the potential of a leak between the IP and timing cover. Part # 14033820- Baffle, Crankcase.
