Quick Battery Box Question

The yellowish mat located under the stock military batteries.. Is that to help neutralize acid, absorb vibration, or both? Mine looks pretty nasty. I would like to replace it if possible. I'm going to go ahead and do the swap to 2 Group 31 batteries. I need more room in the battery box for another mod that I plan to do. I also noticed this morning, after a more thorough examination, that one of my batteries is leaking :( Looks like it might be cracked :| Want to get that out of there.
