Do not limit yourself to the PA area, a good shop is worth the shipping fees, there are allot of shops but many have bad reputations.

According to RWH who likely changes more IPs than anyone else said he would only go to HPG or MAC motors for ether a rebuilt or new IP.
These are not the cheapest options but the labor to change the IP 2 or 3 times until it is right is massive, do it once and be done with it.

Just purchase new.
I went through this and ultimately decided on a new unit. I am much happier with my decision because I never need to look back and say “what if”. The price of rebuilt is not attractive enough to make any other decision in my mind. Replacing an injection pump in these vehicles that do not have a fuel rail is a real PIA.
