Get a campfire going, once you have a good bed of hot coals, set the assembly in there for 10 min. Pull it out and let it cool off, that will break the rust bond.
If you are comfy working with hot metal, put a big pipe wrench on the inner bar and twist it out while its still hot.
Or you could just install that wax while its warm. Theres a couple things to do to get it apart.
