I’m looking at purchasing a deuce from an individual. He has a SF97 form from 15+ years ago when it was purchased from the government. He never did anything with it to obtain the title. Does he have to file for and receive the title first then we do the notary transfer or is the SF97 transferable like it is and I can then obtain title after purchase?

I believe you will need it in your name before money changes hands.

The only way he can transfer title without first getting it in his name is if he is a motor vehicle dealer and has such a license. He would then have to provide you with the dealer reassignment form in addition to the SF-97. Most people are not licensed dealers, though.

A 15 year SF97 means nothing. You probably would have to go the route of a bonded title. Or make him do the work and get a title and or registration prior to the sale. You should not make this your mess.
