Splash shield bolt attachment

So I have the under the hood jack stowage box and jack, but I'm having what I suspect is a nut problem again. The upper bolt that holds the splash shield on doesn't seem to grab once inserted into the section that the airlift loop is attached to. That piece is closed on the top, so I can't see down inside to know what's going on in there, and the TM doesn't seem to show it--just that you install the splash shield and jack box with a bolt that bolts into there.

Anyone have an idea if there's a nut inside or if it's just supposed to be threaded?
