Oh that is easy, they are for special military square bolts. They are no longer available so do not look for them.

They are so you can peek inside the trailer to see what's inside when the top is on! If you believe that, I have some some land for sale near the gulf.
I thought they served two uses. 
One, to keep the trailers from filling up with too much water, exceding their max gross weight rateing when they sat.
Secondly, to keep the atmospheric pressure equalized as they zipped down the road behind a duce, thereby keeping them from getting airborn while in tow.
What else could it be
