Starter or solenoid - Your opinion please

Finally got my "new" M35A3 running and home. Replaced the master and have power (two new batteries). Problem is the starter spins but does not engage. Do this 3-5 times and starter does engage and turns over in a very healthy manner. Does this indicate a bad solenoid or starter?

Solenoid, this is what pushes the gear into the flywheel, but you need to pull apart, it is possible that the lever broke or the gear is frozen(rusted) and the solenoid cannot overcome this force

cannot be the solenoid since it has to pull in to turn on starter motor. cannot be starter motor if it runs. all that is left is the over running clutch in the drive gear.
