testing starter solenoid

What are you going to test? the solenoid will not do anything without the plunger being installed so it can slam into the back of the solenoid and close the starter contacts.
Also if it is like most Delco solenoids the coil in the solenoid grounds through the terminal going into the starter, one would think this would not work as the solenoid would drop out as soon as the 24V was connected to that terminal but no, there is enough voltage drop to keep the solenoid engaged.
