Title help in PA

Bought a wrecker awile ago. it was out of state and in a flood. Title states this. PA will not issue me a title untill I drive it to an inspection station. I have aleady sold it to out of state SS member. I thought i remember some companys advertising about out of state titles or something. Any ideas are appreciated. Don't care if title states flood or salvage or whaterver. just want title in my name.

does the current title state it is a flood car? out of state cars have to have the vin verified by the notary.

I didn't expect a snafu like the one I have with the title for my m37( silly me). When I completed my M37, I went to Northeast title and tag, I provided the info needed, the clerk was a bit lost. I was informed that I have to go to county court and request a title there. I ask a friend that's a lawyer what's up? He said he has done this before. He said he'll do it for free if he could drive it in the Memorial day parade. I said you're driving. That was in April. Still didn't get my court date. I should have done the out of state thing.
