Tow Bar

Hey,
Im new to the tow bar
I just got one.
Let s say Im getting ready to tow a duce.
Does it have to be fully extended?
And on the sticker its scrached up so I can only
read some of it, it says Ring up on highway Ring down on
off road or something?
Just tell me the basic safety and info please

I remember seeing that the shortest position is the strongest and that is how I use it when towing dueces. Dont know anything about ring up or down.
