HEMMT's run on 16R20's on a bolt together rim. You are correct on the 21, that's an LVS rim from an MK-48 or one of the trailers it would have pulled around. You can easily tell by the 3 pieces with two bolts a piece that hold the locking ring in place.

I think they will fit on the rear, I think they are about the same height as a 1600x20.
